Vintage 1960's - 1970's friction powered Ladder Fire Engine No.12 from Korea

This fire engine is made of tin, but also has some plastic parts (the ladder and the roof are made of plastic).
It has some rust spots and the paint shows some crackle here and there.
Comes in the original box.
Flaws I've noticed:
- the ladder is loose (but not broken off, all pins are still intact).
- the wheels do not or hardly turn.
Maybe rusted stuck.
